Pledge
President Scott Leber called the meeting to order at 7:00 pm with the Pledge of Allegiance.
Roll Call:
Roll call indicated that
Trustees Leber, Parker and James Stewart were present, also present was Phillip
David, Fiscal Officer/Zoning Inspector and Road Superintendent Andy Dunlap.
Minutes
The minutes for October19, 2023 had not been
reviewed by the Trustees, so there was not vote on their acceptance.
Guests; There were no guest present at the meeting.
Zoning Report:
Mr. David
reported that he had issued no permits since the last meeting.
Road
Superintendent:
Mr. Dunlap reported that the auger motor from
the 2020 Freightliner that had been sent in to be rebuilt had come back as being
un-rebuildable.
Mr. Dunlap reported that he had attended the
2023 Pavement Management and Preservation Seminar. He said it was a very
interesting seminar reviewing the different pavement treatments and micro seal
applications.
Mr. Dunlap reported that the natural gas line
had been hooked up to the tube heater in the Delematre Road building. He said he
had built a couple work benches at the Delematre Building so he could do work
there and tools could be stored. He went on to report that the four new overhead
lights had been hung and hooked up.
Trustees:
Mr. Leber – said he
didn’t have anything to report at this time.
Mr.
Parker –
was
absent
Mr. Stewart
– reported that Fresch Electric had
referred him to Generator Systems Inc. to have the Township Generator looked at.
He said he had schedule them to come and do an assessment of the generator.
Fiscal Officer
Mr. David said he didn’t
have anything to report at this time.
Communications
There were no
communications to review.
Old Business:
Replacing the generator was discussed earlier in the meeting.
New Business
WHEREAS, this date
October 19, 2023, Trustee
James Stewart moved the adoption of the following;
Resolution 2023-11-01 WHEREAS, the Township has received a
distribution of monies (the “ARPA Funds”) from the American Rescue Plan Act of
2021 (“ARPA” or the “Act”); and WHEREAS, Congress passed the Act
effective March 11, 2021; and WHEREAS, Section 603 created the
Coronavirus Local Fiscal Recovery Fund which, among other things, appropriated
money to cities, non-entitlement units of local government, and counties to
mitigate the fiscal effects stemming from the public health emergency with
respect to the Coronavirus Disease (Covid-19); and WHEREAS, the Board of
Trustees has identified a project which, in the judgment of the Board, qualifies
as a permitted use of the ARPA Funds, in direct support of governmental
services, which consists of the following:
Fresh Electric to install an electrical circuit in
existing conduit for newly installed tube heater, and material as requested,
four (4) LED high bay lights, four (4) cable hangers for fixtures, to be
installed by customer. (the “Project”). NOW THEREFORE, it is
hereby resolved by the Board that: The
Project is hereby authorized and shall be paid for from the ARPA Funds in
the amount of not to exceed: $948.00
Mr. Leber seconded the resolution. Roll being called with all answering yes
resolution 2023-11-01, was passed.

Mr. Stewart moved to pay
the bills in the amount of $58,402.64, Mr. Leber seconded the motion. Roll was
called, with all present answering yes; motion carried.
