CALL TO ORDER:
Chairman Mike Parker called the meeting to order at 7:00 PM.
PLEDGE OF ALLEGIANCE:
Chairman Mike Parker led the Pledge of Allegiance.
ROLL CALL:
Trustees Parker, Leber, Miller, and Fiscal Officer Melissa Pelletier are present. Road Superintendent Andy Dunlap is present.
MINUTES:
Minutes were sent out electronically before the meeting.
Motion
Mr. Leber moved to approve the minutes, and Mr. Miller seconded the motion. A verbal vote was taken, and the motion passed unanimously.

ZONING INSPECTOR:
Andy Dunlap would like to raise the price of zoning books to absorb the printing cost.
Ellen Rohrbacher inquired about a lot.
A zoning violation was called in about 770 E Patten Tract Road. A certified letter was sent to the address for issues such as trash, cars, and other articles that would be a violation,
Mr. Dunlap spoke with Charles Bennett to discuss the zoning appeals hearing.
ROAD SUPERINTENDENT:
The doors for the shelter house were removed and are in the shop at JBD for repair. The trustees agree that they needed to be improved aesthetically.
TRUSTEES
Trustee Parker:
The newsletter will be sent out in early April and early October.
Mr. Parker discussed the letter from Engineer Farschman and explained that the chip seal has raised in price by approximately 25% over the original estimate. A call was made to Commissioner Old, who advised that Oxford would have to decrease the scope of work or ask for additional funding.
The trustees discussed what road projects would be reduced if funding was cut.
Mr. Leber:
We received the grant for new picnic tables for the Oxford Township picnic area. The tables should be delivered next week. Commissioner Old had called the trustees to inform them that the township received the grant.
Brian Miller:
Mr. Miller spoke with Michelle Crocket from Burnham and Flowers, who assisted the fiscal officer in setting up medical debit cards. FO Pelletier has to contact John Rogers for an Amended Certificate of Estimated Resources.
Motion
Mr. Leber motioned to approve automatic withdrawal for medical debit cards, and Mr. Miller seconded the motion. A verbal vote was taken, and the motion passed unanimously.
FISCAL OFFICER –
Language must be passed for the Fire and Operating Levy to be placed on the Ballot.
The Fiscal Officer discussed Supplemental Appropriations for road and bridge and general accounts. All of the funds are within the scope of the amended certificate,

Mr. Leber motioned to approve Supplemental Appropriations for road and bridge and general account, and Mr. Miller seconded the motion. A verbal vote was taken, and the motion passed unanimously.
COMMUNICATIONS:
FO Pelletier participated in a ceremony to honor two Erie County Deputy Sheriffs’ heroic actions in saving a man on State Route 4. FO Pelletier was first on the scene and called 911.

Trustee Parker introduced two ballot language Resolutions on the November 2024 Ballot.
RESOLUTION TO PROCEED AND TO SUBMIT TO THE ELECTORS OF OXFORD TOWNSHIP OF ERIE COUNTY, OHIO, THE QUESTION OF THE RENEWAL OF AN EXISTING TAX AT THE SAME RATE IN THE AMOUNT OIF TWO (2.00) MILLS, IN EXCESS OF THE TEN (10.00) MILL LIMITATION FOR THE PURPOSES OF PROVIDING AND MAINTAINING
FIRE APPARATUS, MECHANICAL RESUSCITATORS, UNDERWATER RESCUE AND RECOVERY EQUIPMENT, OR OTHER FIRE EQUIPMENT AND APPLIANCES, BUILDINGS AND SITES THEREFOR, OR SOURCES OF WATER SUPPLY AND MATERIALS THEREFOR, FOR THE ESTABLISHMENT AND MAINTENANCE OF LINES OF FIRE-ALARM COMMUNICATIONS, FOR THE PAYMENT OF FIREFIGHTING COMPANIES OR PERMANENT, PART-TIME, OR VOLUNTEER FIREFIGHTING, EMERGENCY MEDICAL SERVICE, ADMINISTRATIVE, OR COMMUNICATIONS PERSONNEL TO OPERATE THE SAME, INCLUDING THE PAYMENT OF ANY EMPLOYER CONTRIBUTIONS REQUIRED FOR SUCH PERSONNEL UNDER SECTION 145.48 OR 742.34 OF THE REVISED CODE, FOR THE PURCHASE OF AMBULANCE EQUIPMENT, FOR THE PROVISION OF AMBULANCE, PARAMEDIC, OR OTHER EMERGENCY MEDICAL SERVICES OPERATED BY A FIRE DEPARTMENT OR FIREFIGHTING COMPANY, OR FOR THE PAYMENT OF OTHER RELATED COSTS AS PROVIDED IN OHIO REVISED CODE §5705.19(I), AND CERTIFYING SAME TO THE BOARD OF ELECTIONS OF ERIE COUNTY, OHIO.WHEREAS, the amount of taxes which may be raised within the Ten (10) Mill limitation will be insufficient to provide an adequate amount of revenue for the necessary requirements of the Oxford Township Fire Department; and
WHEREAS, there is an existing tax levy of Two (2.00) Mills due to expire in tax year 2024, for the purpose of providing and maintaining fire apparatus,
mechanical resuscitators, underwater rescue and recovery equipment, or other fire equipment and appliances, buildings and sites therefor, or sources of water supply and materials therefor, for the establishment and maintenance of lines of fire-alarm communications, for the payment of firefighting companies or permanent, part-time, or volunteer firefighting, emergency medical service, administrative, or communications personnel to operate the same, including the payment of any employer contributions required for such personnel under section 145.48 or 742.34 of the revised code, for the purchase of ambulance equipment, for the provision of ambulance, paramedic, or other emergency medical services operated by a fire department or firefighting company, or for the payment of other related costs as provided in Ohio revised code §5705.19(I),NOW THEREFORE BE IT RESOLVED by the Board of Trustees of Oxford Township (two, thirds of all members elected thereto concurring) that this Board determined and declared that the amount of Taxes that may be raised within the Ten (10) Mill limitation will be insufficient to provide an adequate amount for the necessary requirements of said Oxford Township Fire department and that is necessary to levy a renewal of an existing two (2.00) mills tax in excess of the Ten (10) Mill limitation for the purpose of providing and maintaining fire apparatus, mechanical resuscitators, underwater rescue and recovery equipment, or other fire equipment and appliances, buildings and sites therefor, or sources of water supply and materials therefor, for the establishment and maintenance of lines of fire-alarm communications, for the payment of firefighting companies or permanent, part-time, or volunteer firefighting, emergency medical service, administrative, or communications personnel to operate the same, including the payment of any employer contributions required for such personnel under §
145.48 or 742.34 of the Revised Code, for the purchase of ambulance equipment, for the provision of ambulance, paramedic, or other emergency medical services operated by a fire department or firefighting company, or for the payment of other related costs as provided in ORC §5705.19(I) for a five year period commencing in tax year 2024 and first due in Calendar year 2025, being the tax duplicate years 2025, 2026, 2027, 2028, and 2029.BE IT FURTHER RESOLVED that there shall be submitted to the electors of Oxford Township at the election to be held at the usual voting places of said Oxford Township on the 5th of November 2024, the question of levying a renewal of an existing tax, in excess of the Ten (10.00) Mill limitation, of Two (2.00) Mill for each one dollar of valuation for five (5) years commencing in Tax year 2024 and first due in calendar year 2025; and that said levied tax shall be for the purpose of providing and maintaining fire apparatus, mechanical resuscitators, underwater rescue and recovery equipment, or other fire equipment and appliances, buildings and sites therefor, or sources of water supply and materials therefor, for the establishment and maintenance of lines of fire-alarm communications, for the payment of firefighting companies or permanent, part-time, or volunteer firefighting, emergency medical service, administrative, or communications personnel to operate the same, including the payment of any employer contributions required for such personnel under § 145.48 or 742.34 of the Revised Code, for the purchase of ambulance equipment, for the provision of ambulance, paramedic, or other emergency medical services operated by a fire department or firefighting company, or for the payment of other related costs as provided in ORC §5705.19(I).

A renewal of an existing tax levy for the benefit of Oxford Township, Erie County, Ohio for the purpose of fire protection and EMS, at a rate not exceeding 2 Mills for each one dollar of valuation which amounts to $0.20 for each one hundred dollars of the county auditor’s appraised value for five years commencing in 2024, first due in calendar year 2025.

BE IT FURTHER RESOLVED that the Fiscal officer of Oxford Township be, and hereby is, directed immediately to certify a copy of the Resolution to the Board of Elections of Erie County, Ohio, and to notify said Board of Elections to make the necessary arrangements for the submission of said question to the electors of Oxford Township at the elections aforesaid.
BE IT FURTHER RESOLVED THAT THIS Board finds and determines that all formal actions relative to the adoption of this Resolution were taken in an Open Meeting of the Board, and that all deliberations of this Board and of its committees, if any, which resulted in formal action were taken in meetings open to the public in full compliance with applicable legal requirements including ORC §121.22.

RESOLUTION TO PROCEED AND TO SUBMIT TO THE ELECTORS OF OXFORD TOWNSHIP OF ERIE COUNTY, OHIO, THE QUESTION OF THE RENEWAL OF A TAX AT A RATE NOT EXCEEDING TWO POINT FIVE [2.50] MILLS, IN EXCESS OF THE 10-MILL LIMITATION for the purpose of providing CURRENT EXPENSES FOR OXFORD TOWNSHIP AS PROVIDED IN OHIO R.C. §5705.19(A).
WHEREAS, the amount of taxes which may be raised within the Ten [10] mill limitation will be insufficient to provide an adequate amount for the necessary Current Expense requirements of Oxford Township; and,
WHEREAS, there is an existing tax levy of Two Point Five [2.50] mills due to expire in tax year 2024,
for the purpose of providing for the current expenses of Oxford Township as provided in R.C. 5705.19(A).NOW THEREFORE, BE IT RESOLVED by the Board of Trustees of Oxford Township (two-thirds of all members elected thereto concurring) that this Board determined and declared that the amount of taxes which may be raised within the Ten[10] mill limitation will be insufficient to provide an adequate amount for the Current Expenses of said Oxford Township and that it is necessary to renew the existing levy of a tax at a rate not exceeding Two Point Five [2.50] mills in excess of the Ten [10] mill limitation for the purpose of providing Current Expenses for Oxford Township as provided in R.C. 5705.19(A) for a five [5] year period commencing in tax year 2024 and first due in calendar year 2025, being the tax duplicate years of 2025, 2026, 2027, 2028 and 2029.

A renewal of a tax for the benefit of CURRENT EXPENSES OF OXFORD TOWNSHIP for the purpose of MEETING CURRENT EXPENDITURES that the county auditor estimates will collect $150,000 annually, at a rate not exceeding 2.50 mills for each $1 of taxable value, which amounts to $.25 for (rate expressed in dollars) for each one hundred dollars of the county auditor’s appraised value, for FIVE YEARS commencing in 2024, first due in calendar year 2025.
