  Regular Meeting Minutes

May 13, 2026

CALL TO ORDER:

Trustee Miller called the meeting to order at 7:00 PM.

PLEDGE OF ALLEGIANCE:

Trustee Miller led the Pledge of Allegiance.

ROLL CALL:

Trustees Leber, Miller, and Parker, along with Fiscal Officer Pelletier, were present at roll call.

MINUTES:

Fiscal Officer Pelletier electronically distributed the minutes for approval prior to the meeting.

Motion

Trustee Parker moved to approve the minutes, and Trustee Leber seconded. A verbal vote was taken, and the motion passed unanimously.

GUESTS:

Owen Knupke reported a drainage issue at the intersection of Campbell and Taylor Roads. The mismatched clay tile system is failing, and additional field runoff is worsening the condition. The Board discussed performing a camera inspection before deciding on repair or replacement, but decided that since the tile is likely close to 100 years old and has had numerous failures, an estimate for replacement would be made prior to fixing the problem

ZONING INSPECTOR

Zoning Inspector was not present.

ROAD SUPERINTENDENT:

Report given by Trustee Parker on behalf of Road Superintendent:

Road Superintendent Dunlap has installed approximately half of the new road signs. The signs are noticeably brighter and more reflective. No update has been received regarding the county grant for road work.

TRUSTEES

Trustee Leber:

The OTARMA risk assessment was moved from April 24 to May 27, 2026, with Trustee Leber meeting Becky Ames for the review and property tours. Leber will also meet Superior Fire on May 28 to inspect extinguishers and collect outdated units.

Trustee Miller:

Metro Parks approved a $9,200 grant for the shelter house roof, ceiling, and gutters, with the contractor expected to complete the work in June. Apex will install two catch basins at their substation, one at the driveway corner where the tile outlets are and another at the midpoint, as requested by Trustees. The new Apex wind farm site manager’s contact information will be added to the township website and future meeting minutes.

Trustee Parker:

Trustee Parker is coordinating with nearby townships on a regional EMS feasibility study, with additional interest from Sandusky, Vermilion, Vermilion Township, and Berlin Heights. A decision is expected by June 27 next year, and pending legislation may provide $100,000 per township joining a new EMS contract.

He also reported that the township could be eligible to apply for an Erie County Land Bank grant that could help pay for clearing the Kimball property, though the Land Bank hasn’t funded clearing before. The Board will complete the survey and obtain clearing estimates before applying. The Board also discussed installing signage at the shelter house park to prohibit vehicle access, especially near the septic system.

FISCAL OFFICER:

The check for the property survey from Contractors Design Engineering has been mailed.

The revised Erie County Township Association (ECTA) picnic invoice has been received with the correct name and address. ECTA pays for Reservations and payment are submitted in advance or can be paid at the picnic.

COMMUNICATIONS:

OLD BUSINESS:

NEW BUSINESS:

Road Bid Advertisement
The board discussed the upcoming road bid process. Bids will be advertised on the township website and on the township's Facebook page, as required by law. The bid submission deadline is June 3, 2026. Bids will be forwarded to the Erie County Engineer's office for opening and initial review before being reviewed at the regular trustee meeting on June 10, 2026.

ADA Website Compliance
The board discussed ADA accessibility requirements for the township website. The board will ensure the township website administrator is fully informed of all applicable ADA requirements, including accessibility standards for individuals with visual and hearing impairments.

Perkins EMS Six-Month Contract Review
The Perkins Township Administrator and Fire Chief verbally suggested to Mr. Parker, when he visited the Perkins offices, a six-month contract review meeting with the board, as stipulated in the service contract. The meeting is anticipated for late June or early July 2026. All three trustees plan to attend at the Perkins facility. The board expressed satisfaction with Perkins EMS service to date.

Erie County Community Foundation Fund
A letter from the Erie County Community Foundation Fund requiring trustee signature was sent via priority mail but has not been received by the Fiscal Officer. The Fiscal Officer will contact the foundation to have the letter scanned and emailed electronically for signature.

Trustee Leber moved to obtain estimates for road tile replacement on Campbell and Taylor Roads, and Trustee Parker seconded. A verbal vote was taken, and the motion passed unanimously.

Trustee Parker moved to pay all Oxford Township bills, and Trustee Leber seconded. A verbal vote was taken, and the motion passed unanimously.
