CALL TO ORDER:
Trustee Scott Leber called the meeting to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE:
Trustee Scott Leber led the Pledge of Allegiance.
ROLL CALL:
Trustee Leber, Miller, Parker, Fiscal Officer Pelletier, and Road Superintendent Andy Dunlap are present.
MINUTES:
Fiscal Officer Pelletier sent out minutes electronically before the meeting for approval.
Motion
Mr. Miller moved to approve the minutes, and Mr. Parker seconded the motion. A verbal vote was taken, and the motion passed unanimously.
GUESTS:
Suzy and Ted Weinberger were present as guests. They decided to attend as they had never been present at a meeting before
ZONING INSPECTOR:
A Zoning of Appeals meeting for variance resulted in an approval on February 27, 2025.
Following issues
discussed with Assistant Prosecutor
Address #1 on Patten Tract seems abandoned, with trash strewn throughout. The prosecutor advised the township to clean it. The township may have to pay for the cleanup, which will be in the owner's duplicate tax bill. For these actions to occur, the township will send a copy of the injunction complaint.
Address # 2 on Patten Tract admitted there was a trash issue. The deadline to have it cleaned is April 1, 2025.
The parcel 25-00347.000 owner applied for a conditional use permit to run an electrical business from their property, but the appeal was denied. Since the appeal deadline has passed, the determination made by the code and BZA must be enforced, according to Prosecutor Bennett.
The owner of parcel 25-00173.001 operates an Airbnb, but the township does not permit this conditional use. As a result, the request was denied. According to Prosecutor Bennett, the time for an appeal has expired, so the township must enforce the code and BZA determination.
ROAD SUPERINTENDENT:
The Road Superintendent priced the benches for the dugout through Belson, estimating the cost at $3,683.59 per dugout. The township applied for a yearly recycling grant to recoup some of this money.
Mr. Dunlap intends to repair the fuel tank by replacing the pump, adding a new filter, rewiring, blasting, and painting. This will save the township significant money.
Mr. Dunlap will be on vacation from March 14 – 22, 2025. David Kelly and Scott Didion will take calls while Mr. Dunlap is absent.

Mr. Miller inquired about purchasing swings with the 2025 Erie Metro Park Grant if Oxford Township receives the funds.
Trustee Parker:
Mr. Parker informed the board that the Blue-Ribbon Committee meeting discussed captive insurance. Captive insurance could save the county and townships a significant amount of money. The committee also met with fire chiefs in the county, and the chiefs described how they share resources to save money. Fire districts were discussed as a possible way to improve efficiency, but that generally didn’t seem feasible. The Sheriff and Chiefs from Sandusky, Milan, Kelleys Island, and Perkins Township met with a sub-committee and described how they share resources. All sign up for grants together to increase the likelihood of receiving a grant. They also suggested a full-time grant rider and/or administrator just for all emergency services in the county might be able to procure more grants. Another suggestion was to look into possibly forming a 24/7 mental crisis response team like other counties to free up officers.
FISCAL OFFICER:
The budgetary officer set up the Amazon Business account.

Mr. Miller is reviewing the Park Grant application and agrees that the township should keep four swings and scrap the old set. The township has a $10,000.00 park budget and will pay $3819.00 for the swing set after the grant. The township will lay forty-five cubic yards of engineered mulch under the swings for safety precautions.
