Regular Meeting Minutes

July 23, 2012

Pledge

President Michael Parker called the meeting to order at 7:00 pm with the Pledge of Allegiance.


Roll Call

Roll call indicated that all Trustees were present. Also present was Phillip David, Fiscal Officer/ Zoning Inspector, and Road Superintendent David Kelley.


Minutes:

Mr. Leber moved to accept the minutes, Mr. Stewart seconded the motion. Roll was called, with all present voting yes; motion carried.


Guest:

Melissa Shriver, Group Benefits Account Representative, from Burnham & Flower Insurance Group, was present at the meeting to review proposed health insurance programs with the Trustees. Ms. Shriver presented several health plan options to the Trustees. As she reviewed each plan, she explained the difference in the plans and answered any questions the Trustees had. After her presentation the Trustees “thanked her” and said they would review the information she had presented. Mr. Parker suggested that the Trustees meet for a work session before the next regular meeting scheduled for August 2nd. Ms. Shriver said she would be available by phone, for any questions that may need to be answer during the work session. Once again the Trustees “thanked her” for coming from Columbus for the meeting.


Mr. Leber moved to have a work session at 6:00 p.m. before the August 2nd Trustee meeting, Mr. Stewart seconded the motion. Roll was called, with all present voting yes; motion carried. Mr. David said he would see that it was posted.


Zoning Report:

Mr. David reported that he had issued six permits since the last meeting;


1. Scott Leber, 2512 Higbee Rd. – 12 X 55 & 30 X 50 addition to accessory structure


2. Heath Weilnau, 9816 Thomas Rd. – 36 X 64 – accessory structure


3. Bart Manlet, 8108 Campbell St. – 30 ft. above ground pool


4. Ralph Voltz, 6202 Mason Rd. - 30 X 40 – garage and 22 X 26 – family room


5. Melvin Carbray, 5917 State Route 113 – 14 X 14 – deck


6. James Greene, 4819 W. State. Route. 113 – 32 X 40 – pole barn


Mr. David reminded the Trustees of the Appeals Board variance hearing, and quarterly meeting scheduled for Thursday, July 26 @ 7:00 p.m.


Road Superintendent

Mr. Kelley reported that they had finished wedge coating on Thomas and Higbee Roads. He said they had put down another 63 tons of asphalt filling in several low spots he had marked after the last rain.


Mr. Kelley reported that he had been contacted by Bob Wensink about putting an apron along Wood Road where trucks enter and exit their business. Mr. Kelley said after measuring it out it would be 161 feet long by 4 feet wide. He said that after digging it out, he would put down two layers of coarse asphalt, followed by a layer of topping blend that would be blended out into the road. Mr. Kelley said it would help to protect the edge of the road from the twisting and turning of trucks entering and exiting the farm. He said the edge of the road was showing cracks from the excess traffic.


After some discussion, Mr. Leber moved to approve the project with the understanding that Wensink Farms would pay for all materials and the Township would do the installation, Mr. Stewart seconded the motion. Roll was called, with all present voting yes; motion carried.


Trustees:

Mr. Leber said he didn’t have anything to report at this time.


Mr. Parker referred everyone to the minutes of the EMA – WEAPONS OF MASS DESTRUCTION/ TERRORISM BOARD meeting that they had received.


Mr. Stewart said he had tried to contact Don Vartorella about whether he had filed the charges with the Prosecutor for the illegal fire on Patten Tract. He said Mr. Vartorella hadn’t returned his call as of meeting time.


Mr. Stewart reminded the Trustees that Oxford Township was responsible for hosting the Christmas Party for the Erie County Township Association this year. He said the cost for a hall to hold that number of people averages around $600 dollars plus the caterer. The other option is to hold it at one of the larger restaurants. Suggestions were discussed; everyone said they would think about it for the next meeting.


Fiscal Officer

Mr. David reported that he had received two new fire calls from Milan Fire Department.


JUNE 16 - OHIO TURNPIKE – TRUCK BRAKE FIRE - $1166.00


APRIL 9 – THOMAS RD. AUTO ACCIDENT - $1166.00


Mr. David said reading the reports he thought the fire call to the Ohio Turnpike should have been a false alarm. He said the report said the call came thru 911 North Central EMS, but then the Turnpike called and said the driver had put the fire out with his extinguisher. Mr. Leber said he would contact Milan Township and discuss the matter with the Chief.


Communications

Communications were reviewed.


Old Business

The Trustees signed the purchase orders for the new road mowing tractor. Mr. David said he hadn’t received the exact figure yet for the down payment. It depended on whether or not Polen mounted the sickle mower or the Township mounted it. The difference amounted to $1529.28 dollars. Mr. David said John Deere required that the first year installment payment was required up front with the down payment.


There was discussion about the new fire contract with Milan Township. No one has heard anything from Milan about new contract wording concerning the availability of fire protection, if all of Milan’s fire equipment was out when a call came in. Mr. Parker said he would contact Sparky Weilnau again.

Mr. Stewart move to pay the bills in the amount of $37,142.30, Mr. Leber seconded the motion. Roll was called, with all present voting yes; motion carried.


No further business, Mr. Stewart moved to adjourn.
