Pledge

Vice-President Parker called the meeting to order at 7:00 pm with the Pledge of Allegiance.

Roll Call

Roll call indicated that Mr. Stewart and Mr. Parker were present, Mr. Leber was absent. Also present was Phillip David, Fiscal Officer/ Zoning Inspector, Road Superintendent David Kelley, was also absent.

Minutes:

Mr. Stewart moved to accept the minutes for the January 9, 2014 meeting, Mr. Parker seconded the motion. Roll was called, with all present voting yes; motion carried.

Guest:

Kerry Jett, Fire Chief for Groton Township Fire Department, was present at the meeting to discuss the fire contract renewal with the Trustees. Mr. Jett explained that the 911 calls and dispatching were being handled by the Erie County Sheriff’s Department now. He said because the new system is in the development stages, operating cost remain a question mark, therefore the Groton Township Trustees are requesting a one (1) year contract renewal pending a possible dispatching cost increase for the 2015 new year. After some discussion, the Trustees approved the request for the one year contract.

Mr. Stewart moved to renew the fire contract with Groton Township Fire Department for one year, Mr. Parker seconded the motion. Roll was called, with all present voting yes; motion carried.

Zoning Report:

Mr. David reported that he had issued no permits since the last meeting.

Road Superintendent

Mr. Kelley was absent.

Mr. David reported that he had talked with Mr. Kelley earlier in the day, and other then a problem with the heater blower motor going out of the 2002 International truck, all had gone well during the stretch of bad weather we had just had.

Trustees

Mr. Leber was absent.

Mr. Parker said he didn’t have anything at this time.

Mr. Stewart reported that he and Mr. Kelley had taken the 2002 International dump truck to Midway Inc. because of a broken brake chamber. After reviewing the condition of the other brake chamber Mr. Stewart said they had decided to replace both brake chambers while the truck was being repaired. He said with the constant use the trucks are getting this winter he thought it best to avoid a future breakdown before it happened.

Mr. Stewart said he had finally made contact with a representative from the RISK management company about the curve on Kelley Road. He said after discussing the situation, the representative questioned what the speed limit was on the road, and if a ball/bank indicator test, had ever been done on the curve. Mr. Stewart said he would contact Tim Lloyd at the Engineer’s office for answers to the questions.

Fiscal Officer

Mr. David reported that he had signed the Township up to purchase natural gas thru the State of Ohio “Cooperative Purchasing Program” or OhioDAS. He said the contract would take effect beginning in March 2015.

Mr. David reported that Oxford Township had been awarded a one thousand dollar ($1000) grant from the Erie County Solid Waste District for a recycling event to be held this summer for collection of scrap tires and old appliances.

Communications

Communications were reviewed.

Old Business

There was no old business to discuss.

New Business

Mr. Stewart moved to pay the bills of $8,076.48, Mr. Parker seconded the motion. Roll was called, with all present voting yes; motion carried.

No further business, Mr. Stewart moved to adjourn.
