Pledge
President Michael Parker called the meeting to order at 7:00 pm
with the Pledge of Allegiance.
Roll Call:
Roll call indicated that
Trustees Michael Parker, James Stewart & Scott Leber were present, also present
was Phillip David, Fiscal Officer/Zoning Inspector and Road Superintendent David
Kelley.
Election of Officers
Mr. Parker yielded the
chair to Fiscal Officer Phillip David, Mr. David called for nominations for
President or Chairman of the Board of Trustees. Mr. Parker nominated James
Stewart for President, Mr. Leber seconded the motion. Mr. Leber moved to close
the nominations, Mr. Parker seconded the motion. Roll was called for election of
the President of the Board, with all present answering yes: Mr. Stewart will be
President of the Trustee Board for 2022. Mr. Stewart moved to open nominations
for Vice-President of the Board, Mr. Leber seconded the motion, roll was called,
with all present answering yes; motion carried. Mr. Parker moved to nominate
Scott Leber for Vice President, Mr. Stewart seconded the nomination. Mr. Stewart
moved to close the nominations for Vice- President, Mr. Parker seconded the
motion. Roll was called, with all present answering yes, motion to close the
nominations carried. Mr. David call for a vote of all in favor of Scott Leber
for Vice President, with all present answering yes, Mr. Leber will be the
Vice-President of the Board of Trustees for 2022.
Mr. David yielded the chair
back to President Stewart.
Minutes
Mr. Leber moved to accept the minutes for the
December 16, 2021 meeting, Mr. Parker seconded the motion. Roll was called, with
all present voting yes; motion carried.
Guests
Oxford Township resident Andy Dunlap was present at the meeting.
Zoning Report:
Mr. David
reported that he had issued a 3-acre lot split to; Charles and Lisa Ohlemacher,
5119 Mason Road. He went on to report that there were several other permits in
the works to be reported on at a later date.
Road
Superintendent:
Mr. Kelley reported that he had nothing to report on the recall on the 550
Ford truck frame. He said he had called and talked to the Service Manager at
Valley Ford who said he would get back, Mr. Kelley said he was still waiting on
the return call.
Mr. Kelley said he had been contacted by Jeff Martin concerning a dead
limb in a tree bordering his property and the Bloomingville Cemetery. He
questioned if the limb could be taken down before it fell into his yard during a
wind storm? After some discussion, Mr. Parker moved to have Roe Tree Service
contracted to remove the dead limb, Mr. Leber seconded the motion. Roll was
called; with all present voting yes; motion carried.
Mr. Kelley said he would contact Roe Tree Service about removing the limb.
He said it would be a good time to get it done because the ground is freezing.
Trustees:
Mr. Leber –
said he
didn’t have anything to report at this time.
Mr.
Parker
– reported that he had talked with the ODOT Coordinator about prioritizing the
request for funds for the ODOT Township Stimulus Program. He said he told them
that the Township would fix the drain tile and catch basins, the funds being
requested would be for the asphalt top coat to repair the road and bring it up
to code after the work was done.
Mr.
Parker reported that the County Commissioners were equally dividing $1,000,000
in road funds received from the State amongst the Townships to be used for road
repairs. Having contacted Mr. Kelley about the future road funds, he requested
that Mr. Kelley create a list of roads that needed seal coated using the funds
from the County. After reviewing the list of roads, other possible road repair
projects were discussed, no decision was made, because it was pending the actual
receipt of the funds from the County
Mr.
Parker reported that he had received no response from the property owners that
were sent registered letters informing them of the available funds thru the Erie
County Land Bank that had been received from the State of Ohio in the form of a
grant for the purpose of demolition of blighted unused properties. There was
discussion why the blighted property owners wouldn’t take advantage of the
available funds.
Mr.
David said he was going to contact Groton Township Fire Chief Kerry Jett and
John Zimmerman, Huron Township Building Inspector about moving forward about
having these properties condemned and removed.
Mr. Stewart
– reported that ST. Johns Church had
contacted him about coming to the meeting to discuss Oxford Township taking over
the care and sexton work for the Church Cemetery.
Fiscal Officer
Mr. David distributed
copies of the 2021 Highway Certification he had received from the County
Engineer to be signed and approved by the Trustees. After some discussion, Mr.
Parker moved to approve the mileage certificate, Mr. Leber seconded the motion.
Roll was called, with all present voting yes; motion carried.
The Trustees signed the
certificate and Mr. David said he would se that it got sent back to the County
Engineer for the Erie County Commissioners approval and signatures.
The estate of Robert Meyers
requested that the Township purchase back the Bloomingville Cemetery Plot that
was never used. After some discussion, Mr. Parker moved to approve buying back
the cemetery plot, Mr. Leber seconded the motion. Roll was called, with all
present voting yes; motion carried. The cemetery plot was purchased back at the
same price that was paid when purchased.

There was no old business to discuss.
New Business:
Mr. Leber moved to pay the
bills in the amount of $36,004.31, Mr. Parker seconded the motion. Roll was
called, with all present voting yes; motion carried.
No further business, the meeting was adjourned.
