CALL TO ORDER:
Trustee Scott Leber called the meeting to order at 7:00 pm.
PLEDGE OF ALLEGIANCE:
Trustee Brian Miller led the Pledge of Allegiance.
ROLL CALL:
Trustees Leber, Miller, Parker, and Road Superintendent Andy Dunlap were present at roll call. Officer Pelletier was also present.
MINUTES:
Fiscal Officer Pelletier electronically distributed the minutes for approval before the meeting.
Motion
Mr. Miller moved to approve the minutes, and Mr. Parker seconded the motion. A verbal vote was taken, and the motion passed unanimously.
GUESTS:
Roger Hunker and Colton Devine, the construction managers for the Turbine project, visited to explain the project's scope.
The discussion focused on securing the driveway permit and developing a preliminary plan for constructing a substation on the north side of the Ohio Turnpike.
Thomas Dusza, a candidate in the 2026 election cycle for Probate Judge in Erie County Common Pleas, was present.
Magistrate Dusza has served on the bench for over five years and brings 35 years of experience.
Magistrate Dusza’s platform highlights his experience as a Probate Magistrate, which his opponent lacks.
ZONING INSPECTOR
Colton Devine is emailing Mr. Dunlap about an application for a building. Mr. Dunlap cannot move forward until the final plans are approved.
Mr. Dunlap took classes at the OTA conference.
ROAD SUPERINTENDENT:
Superintendent Dunlap provided one resident with a new address on Patten Tract,
Spectrum is back to correcting its errors; however, it is permitted to have only three permits at a time to ensure the work is done correctly.
The truck is scheduled to get the new plow installed on February 16, 2026.
The drain in the middle bay of the garage is draining very slowly.
TRUSTEES
Trustee Leber:
Trustee Leber examined the township property in Kimbel, which has junk belonging to a township resident on it and is owned by Oxford.
Trustee Miller:
Trustee Miller will reapply for the park improvement grant this year to install a new roof on the shelter behind the Oxford Township Building and to steam the interior to address health hazards.
Trustee Parker:
Mr. Parker announced the OTA meeting for March 5.
FISCAL OFFICER:
The 2023-2024 audit is closed and accepted by the state.
The Fiscal Officer closed the 2025 fiscal year on UAN, and the AOS Regulatory notes are nearly finished as well.
COMMUNICATIONS:
No communications from Sheriff Sigsworth.
OLD BUSINESS :
There is no old business to report.
NEW BUSINESS:
The Fiscal Officer asked for a motion to amend the December minutes for the calculation of the final appropriation.
$963,830.00 was the incorrect amount listed in the December minutes, whereas $882,001.50 is the correct amount of Oxford Township’s 2026 total appropriations.
2026 ANNUAL APPROPRIATION RESOLUTION
The Board of Trustees of Oxford Township in Erie County, Ohio, met in Regular Session on the 11th day of February 2026, at the office of the Board of Trustees, 11104 Ransom Road, Monroeville, Ohio, with the following members present: Mr. Miller, Mr. Parker, and Mr. Leber
Brian Miller moved the adoption of the following Resolution
BE IT RESOLVED by the Board of Trustees of Oxford Township in Erie County, Ohio, that to provide for the current expenses and other expenditures of said Board of Trustees, during the fiscal year, ending December 31, 2026, the following sums be and the same are hereby set aside and appropriated for the several purposes for which expenditures are to be made for and during said fiscal year, as follows,

Mr. Parker seconded the resolution, and when the roll was called for its adoption, the vote was as follows: Mr. Miller, yes; Mr. Parker, yes; Mr. Leber, yes.

Mr. Parker moved to contract cleaning of the drain in the middle bay of the township garage, which was seconded by Mr. Leber. The motion passed unanimously.

Mr. Parker moved to authorize Mr. Miller to contact a surveyor to perform a survey of the Kimball Property, where the township owns six lots, and Mr. Miller seconded the motion. The motion was approved unanimously.

Mr. Parker moved to amend the December minutes to reflect the correct final appropriation amount, which Mr. Leber seconded. The motion passed unanimously.

Mr. Parker moved to pay all Oxford Township bills, seconded by Mr. Leber. The motion passed unanimously.

Mr. Parker moved to adjourn, and Mr. Leber seconded the motion. The motion was approved unanimously.
