Pledge
President Scott Leber called the work session to order at 6:00 pm with the Pledge of Allegiance.
Roll Call
All Trustees and Road Superintendent David Kelley were present, Phillip David, Fiscal Officer was absent.
Work Session Highlights:
The Trustees reviewed the financial income spreadsheet for the past five years that had been prepared by the Fiscal Officer. The loss of the Tangible Personal Property reimbursement, the Estate Tax, and the declining income received from the Local Government Fund were noted.
The outstanding debt report for balance owed on the equipment and Huber Hill Culvert were reviewed. It was noted that the current outstanding debt balance would be eliminated within the next four years.
The Five Year Plan calls for replacement of the 1 ton Ford Truck and the 1992 IHC Dump Truck within the next couple years. It was suggested that any future equipment purchases be postponed until the current debt be eliminated. Discussion about starting a special fund set in reserve for future equipment purchases, with regular annual deposits being made into it. It was noted that sale of the Thomas Road lot, or some or all of the Kimball Property, would clear any debt or provide additional income for equipment purchases.
Financing of road improvements were discussed; suggestions sources were Block Grants, Issue 2 Improvement Loans, and possibility of a future road improvement levy being put on the ballot.
Current year plans as agreed to at the last regular meeting, call for no tar and chipping this year, with that money being put toward purchase of asphalt for wedge coating and spot repair, also more crack sealing is planned. Tree trimming will be held to removal of dead trees only. Hiring of part time help for prepping and painting of the Township Hall this summer would be acceptable.
No further discussion, Mr. Parker moved to close the work session, Mr. Stewart seconded the motion. Roll was called, with all present voting yes; Motion carried.
